Some of those bargain boxes contain some really great coins. Depends on the dealer. Some dealers that do a fantastic buisness have a tendancy to put coins in those boxes that to them are just not worth their time.

I would suggest on a coin like that it's done on purpose - we do things like that to keep collector interest/loyalty and spur word of mouth. It appears to work.
