It is a readily available low value note. There are examples on ebay for $2.49 with free shipping. Found an auction with a Buy it now of $1.50 and $1.50 shipping. Either of those would be cheaper than the opening bid on the auction you linked

When I was in Iraq, the locals were giving them away or trying to trade for anything useful. You could buy about 20,000 Dinars for about $5 US. that was a few years ago so they may be worth something as a collector item now, but I promise there are a ton of Marines / Soldiers with boxes full of these notes.

If you want these notes, put an ad in craigslist that you want to buy large groupings of Saddam Iraqi Dinars. Plenty of service members watch craigslist and might want to dump them off.
