My questions are

1. Were information cards on the coins included in all of the sets for all 3 years?

2. were the envelopes all the same for each year example a green envelope with one SBA dollar on the front as I have seen on ebay a variety of different envelopes.

3. Why is the 1981 set harder to find than the 2 other dates 1979-1980.

1. I don't know.

2. I would expect differences between each of the years, and there may have been differences in the envelope between the sets sold in Philadelphia and Denver.

3. Since the 1981's were not available in circulation more of the 1981 sets may have been broken up than the other two years. Another possibility is that by 1981 people had lost interest and fewer sets were sold.

I believe that a coin co, Norwood had some 1981 sets at one time, but I can't swear to it.
