Does this error carry a premium?
If it does what is an estimate of the premium?

That's a small ink transfer that will carry a small premium. Not sure as to what that would be. If it were 100% transfer that covered entire note I've seen them sell for $145-$200 plus for that series and condition. I know ink transfers are more rare when they are on the front of the note and not the back.
