So will only current coins be considered baggy and non current coins be called circulated and not mint state?

Depends on the condition of a coin. Many coins are MS, and there are almost no series with only circulated coins. Modern coins are more often referred to as baggy, although older MS coins can also be considered it too. It's a popular term, it's commonly used here and on other coin forums.
