I have no catalog of paper notes, so I'll just speculate!
The date is 1919 which is after the Bolshevik Revolution (1917). The imagery though is not communist at all. In 1919 the Civil war was raging through the country, so my guess is that this is a note from a territory occupied by the "whites" (as opposed to the "reds" or Bolsheviks) at the time. I can't see the details to read it for myself.

It is in the Specialized Issues catalog pick # S424 and is a 1919 Government Treasury Note. It was issued by General Wrangel.
