I recently purchased a 1907 25 cent. The pictures were poor but I took a chance as it was not expensive. Upon receiving this coin, I was found it to be harshly cleaned, many scratches both sides. Very obvious to any untrained eye. This coin was certified ICCS, not that it matters to me, I remove all coins from TPG holders anyway, but is it unusual for ICCS to grade an obviously cleaned coin with out any notations in the comment line?

Yes,they usually catch the cleaned ones.Can you provide a photo?

Usually, they write that the coin is cleaned and it has scratches

Is it possible someone tampered with the ICCS holder and swapped coins ?

The holder does not look tampered with, at least I cannot tell if it was.

I have my doubts about the coin being the original in that holder.

That's ugly.Something seems amiss here.Why would someone spend at least $8 to have a harshly cleaned F12 coin,worth $12 graded?And why would ICCS grade it F15 and not note the cleaning.If I were you,I would send it to ICCS to find out why.

I do the opposite.All of my collection is in holders.Amazing how different collectors can be.

Collectors are different and collect for different reasons. I enjoy my coins and look at them often, even though they are, or can be an investment, I don't look at them that way. I don't like the holders and for myself don't see a need for them, my collection is not for sale and I don't need proof of grade from someone else to be satisified with the coin. This latest coin is another reason why I don't feel the need to have paid-for opinions. If I had a coin that in my mind or judgement was an EF40 and I liked it for whatever reason, eye appeal maybe, and some one came along and told me that it was actually VF20, I would still like the coin and enjoy it. Make sense?

I would contact Brian at ICCS over the phone and tell him your story ,to see where to go from there, He'll probably want to see it.
