1975 Proof Set W/Jefferson Nickel Defect

There are perhaps two types of defect on that nickel. I cannot believe it is a rusty die, but more probably a droplet of oil has gotten between the die and the planchet, which may also explain the scratch like 'anti aircraft fire', which may be a splash streak radiating away from where the droplet landed.
