Interesting token Queen Victoria was the last English ruler from the House of Hanover, but the crest on the reverse isn't the Hanover crest.

Normally listed as card counter/gaming chip. Possibly Russian Imperial Eagle?

It's a gaming counter, from the UK. Bought by the gross...
I'm at a loss to explain the crest other than sloppy design work.

It may not be sloppy design work. It may be part of a set with different coats of arms. Start tracing back the family trees of most of the royal houses of most of the countries of Europe in the late 19th century. It is surprising how many of them trace back to Victoria, or have Victoria somewhere in the tree. Most of them were children, grandchildren, nieces, nephews, cousins, or married to one of her decendants. so I could see a set of counters with Victoria on one side and the coat of arms of the countries ruled by members of her "family". I see the rulers of Belgium, Netherlands, Norway, Spain, Denmark, Sweden, United Kingdom, Russia, German Empire, Greece, Prussia, and several other German States.

I've only seen examples of this coat of arms, no others.

It is a reckoning counter. http://www.dhub.org/object/292171,victoria I found that a few different ones were made. Looks to be mid-1800s or so. No idea on value though.

Using the Petra-Sancta system, the colours on the shield of this jeton are red/gold/red, which aren't the colours of either the Austrian or the Russian coat of arms. Still, I assume it's intended to be a crudely rendered Austro-Hungarian eagle, since even when simplified the Russian Imperial eagle had lots of little shields scattered across its wingspan, and clutched just a sceptre rather than a sceptre and sword.
