its either lamination or part of the clad layer fell off, it kind of looks weird for lamination, if is the ladder, I'm not sure if it's post mint or not.

It looks like there is hardened glue on the coin. Try an acetone bath and I'll bet it disappears.

PYRbob you bet correctly! ADAM_E was also correct. It was some sort of glue. I cleaned it with acetone and water and here is the result:

Isn't it great to learn this kind of thing from pocket change? My lesson came years ago from a Morgan dollar I bought paying a premium for the error on the reverse. After an acetone bath the error disappeared. That's how I learned the effect of a thin layer of glue on a Morgan dollar. Some days education cost more than other days.
