At first I thought it was a D mint mark, but looked at others and saw that there is no mint mark. Is this a Cud?

CUD's only come from the rim. its only a die break. and it has no added value. that is a D mint mark

possibly, but the other areas don't look like the wear is sufficient enough.

the mint mark also looks like its bulging.

The post to form the inside of the D mint mark has chipped off and all coins struck after this will have the filled mint mark. It happens a lot and is not an error, just a tired die.
