I've been looking at SL in holders and it seems in F to VF NGC and PCGS are all over the place. Why is this a 12? It's at least a 15 right? IT seems obvious to me, but may someone can explain their considerations here. I know the dates a bit weak, but the dates are weak up through AU sometimes on these coins.

The obverse looks like a borderline F-15/VF-20, and the reverse looks about F-12, so the somewhat weak date brings it down to a F-12 IMO. It does look close to 15 though, definitely a nice original coin.
