I know they have before, my local coin shop has some but do they make these each year and just stay on the lay low?

If by "they" you mean the Federal Gov, the answer is NO. However, I'm sure there are firms out there that have altered dollar bills to be commemorative.

The 1976 $2 was basically a commemorative design for the Bicentennial, it just happened to become the permanent design. The closest thing they do now is special serial number sets.
