How does one tell the difference between a proof ( say 1963 Jefferson P mint) and a proof Jefferson P mint? What if someone put some bag marks on a proof, dulled it up called it a business strike. then commanded a higher premium

OK, first off, ALL proofs are minted in San Fransisco(with the exception of west point). and there can NEVER be a business strike minted at San Francisco. and if there were proofs and business strikes minted in the same mint, the proof would probably command a higher premium.

and proofs have a frosted finish unlike business strikes found in change.

Not in 1963. You are thinking about the recent proofs, older proofs were minted in Philadelphia also

true, because of the PDS 50's proof sets, when was the first year they stopped?

Not even remotely true. Proofs from 68 and on were minted in San Francisco and bear the S mint mark. Proofs from 64 and earlier were minted in Philadelphia and bear no mint mark. Plenty of business strikes were minted in San Francisco up until the 70s.

As for how to tell the difference with the early proofs, I have problems with the impaired ones myself, but you can usually tell by the luster even in a circulated example. The dies are slightly different (easy to spot on quarters and halves from the 50's and 60's) and the rims tend to be squared off too. Odd that you should mention the 1963P nickel - I'm pretty sure my circulated example is actually a proof.

There are even older examples with different finishes that are even harder to identify, but you aren't likely to find them in circulation.

I think 1968 all proofs were minted in San Fransisco. There were no proof sets from 1965-1967

a 1963-P nickel would not have a mint mark,they did not add the P until 1980
