Help? 1929 Lincoln Cent With Error 2nd 9?

Was going through all of my cents and noticed this one wasn't quite right. It is a 1929 Lincoln Cent, but the second 9 seems to have been the victim of a broken die or some other error? Any help or information is appreciated, opinions welcome as well.

I should also mention that all the lines in the "9" you see in the picture are raised, and there isn't a cut or gouge into the surface.
