Both your "coins" look like tourist tokens to me, cdn44fan. I'm no expert in Arabic, but I can't find any dates on them.

Both are older than what we would think of as tourist tokens, this is another copy of an Algerian Budju with corrupted legends - holed as it should be.
I've seen them described as 'belly money' also, ie they were strung in rows around dancers....
