That is an interesting coin - outside my normal area of expertise HOWEVER the coin seems to be "soft" in the details. To me it lacks the sharply defined features of an original coin.
How can this happen? - two ways in my opinion.
The First way is to take an original coin and coat it with something - an electroplate or even paint. I really suspect that may be what happened here.
The Second way to generate such an appearance is for the coin to be a forgery. Transfer impressions loose the finer "sharper" details. Now - that could be what the seller means by Restrike - a forgery. He may not be aware of what a Restrike actually is. The coins of India are often restruck. That fact is noted in Krause. But the idea of a restrike is more like a Proof coin in the US a coin intended for collectors. Restrikes in India are normally Proof like. Most restrikes are made with original dies or with new dies made from original hubs - so a Restrike in this case seems incorrect to me.
