The toning is not that attactive in hand, especially on the reverse. I like the obverse, though - there is a dark green hue throughout most of the toning.
Despite the toning, the coin is quite lustrous. Also, the coin is designated FBL. I couldn't get a good closeup shot of the lines through the slab and all the toning.
I agree, that coin is probably the most hideous Franklin I've ever seen! Knowing PCGS and how wierd the grading services have become, I'm going to take a wild guess and say MS 64!
