I just went to the library and picked up the newest copy of the Charlton Guide that they had (2009) and I have a question about it.

How come instead of putting a value for some coins they put in an asterisk (*)?

The (*) means "no circulating coins of this type exist, but they do in specimen condition".

How do they know if none exist? and what if somebody finds one?

It also means that there is no established price for one .. none have been found, graded and sold. it's in a different price bracket and you pick it up wheree you can find it with a thick wallet.
