It looks like old dried glue is on your coin.

that's just the lighting, it is definately "a blob" of metal on the face, similar on the reverse..

It's probably solder or something related. I'm nearly certain this isn't an error, and my batting average on that is pretty good.

solder would oxydize over time, I do a lot of soldering (stained glass),and most likely I would be able to peel off the solder as a piece this small would not adhere and be seamless as this is.
