looks like a misaligned die to me, though it could also be a partial collar I would need to see a shot of the edge to see. I have found ones that are both misaligned dies and partial collars.

You have a misaligned die, a partial collar strike would result in a coin with part of the rim at a larger than normal diameter. A partial collar can be tilted or parallel(railroad rim). MADs only have a premium if portions of the devices are missing.

not sure why everyone seems to misunderstand the difference between misaligned die and partial collar is but there is a few posts on here right now that has misunderstood the two. Your coin is a M.A.D. like the other one in the other topic
