Very nice! I have quite a few holes to fill.
I have only two Ministries coins.
When did the towns of Russia and regions of the Federation started? The earliest I have 2002 and 2005 respectively. (I suppose I could check in the catalog.)

Quite right, coins RR 5 (2 pcs) - Red-book series were minted in the USSR. The whole series of Red Book was not in circulation so it was the time of high inflation. All other coins ( since 1997) are in circulation now.
