I am hoping someone can save me from looking through a 1000+ page book trying to find the correct country. I can do the rest from there.

The hat is very traditional in the region, but it's also a status indication. The top quality piece is made of karakul, a special breed of sheep.
The style migrated as far north as Moscow.
