No idea about mintage or value, but this medal was apparently issued to commemorate Otto von Habsburg's 65th birthday in MCMLXXVII = 1977. More about him is here: http://en.wikipedia.org/wiki/Otto_von_Habsburg The other side shows the shield of the Austrian imperial double-headed eagle http://peter-diem.at/History_2/1815_kl.jpg with the Order of the Golden Fleece http://en.wikipedia.org/wiki/Order_...olden_Fleece

Now the motto ... well, my Latin is rusty but A.E.I.O.U. (the five vowels of the Latin alphabet) have been in use, in various meanings, for several centuries in the Habsburg (Austrian-Hungarian) empire. Seems that "Austria Europa in orbe ultima" is a modern/European variation on "Austria erit in orbe ultima", see http://en.wikipedia.org/wiki/A.E.I.O.U. For some reason (but apparently no particular one :) ) the designer used two different styles for the uppercase A.
