From what I see...looks like possible Machine Doubling. Flat, shelf like and affects all sides of the lettering. Its late and I could be wrong...lets see what the pros say.

for the same reasons.flat shelf like and notching is not detectable

IMO,die deterioration,notice how it is not directional but on all sides of the device

Die deteriation flow toward the rim from where ever the device is located. All I see is circulation damage and heavy Machine Doubling damage. Just the worst of both worlds.
