Based on the quality of the photos, I can't say one way or another if the third digit is even a 1. Try to get some better pics, or send it to a TPG. They'll give you a definite answer, or send it back.

I think it's worth below melt because of the wear ;). If you know anyone with a high Megapixel camera ask them to take a shot of it. If you were local to me I could try.

I'm about 95% sure this coin is a 1919D.
The top of the third digit and the proximity of it to the fourth indicates it is a 1. The top of the fourth digit is not high enough for it to be a 1916D and too high to be a 1918D The middle of the last digit is too close to the third digit for it to be a 1917D

Yeah. That is under-graded for SGS! That would be an MS99 in one of their holders. lol
