1921 Morgan Doubling?

Is this doubling or just wear, the entire rim is like this.

This is in the E in liberty in the crown, it is raised, looks like a period...what would cause this?

I dont really see anything in the denticles that looks like doubling, all the denticles on a morgan look close to that anyway, and the indention on the "E" well I just don't know enough about 1921's to know if that is significant or not
