Kinda depends on what level of control you want, how deep into the postprocessing workflow you wish to get. Irfanview is nice for relative beginners who don't need much more than cropping and resizing; the Gimp is less user-friendly but every bit as powerful as Photoshop. Both are free.

I use irfanviev for joining multiple picture into one and reduce the image to me is a great and simple.
I cut pictures in Paint.But surely there are easier and faster way.

Photoscape is quite good but not as easy to use as photoshop in my opinion..
