Looks like Stolberg

The bottom bit says Handelskammer Stolberg, Handelskammer would be the local business guild, or something like that.

Yep, it's a piece of notgeld, not an official government or bank note. You won't find it listed in the Pick catalogues.

There's a vast array of notgeld notes out there to collect, with thousands of cities and towns issuing dozens or hundreds of different varieties each - the Keller notgeld catalogue ran to over 30 volumes, and even that isn't a comprehensive listing!

A little hard to read, but the cities mentioned are Düren, Euskirchen, Jülich, Stolberg and Eschweiler - all in the area north and west of Aachen. Seems that these cities, along with a local industry association (Vereinigung der Industriellen ...) and the Chamber of Commerce (Handelskammer) issued the note. Here is an ebay that recently ended: http://cgi.ebay.com/ws/eBayISAPI.dl...8760299.html Don't know whether the difference between "UV" (yours) and "WX" (auction) also affects the value, but I doubt it ...

(Edit) This is odd. The URL that I posted said "ebay.com", but apparently that got automatically replaced by "ebay.com". (And it happened again, in the previous sentence. Huh?) Well, you'll have to click the "View the original listing" on that page then.
