This coin has something weird going on on the rim... can't tell if it's been filed or if it's some sort of mint error. Opinions?

Appears to me that it was once jewelry with some sort of clasp attachment.

Man. It could have been jewelry, I guess. It really almost looks like a planchet caught off the edge of the sheet of nickel.
