I have an 1899 Barber half dollar that has a recessed star rather than a relieved star above the eagle's head, anyone heard of such before?

Hi David, without a picture, I can only imagine that by 'recessed', you might mean that is 'seems' recessed in relation to the other stars.... in which case my sight unseen guess would be a strike through.... if you mean actually recessed, then I might think PMD, as the die is not capable of making a recessed star appear on a coin.

I agree with zeewool. Most likely PMD, but without pictures it is impossible to tell.
