I'm taking a shot at the grade with the 64 F-15 and the 65 at G-6.

I like AU-55 for the '64 (with a NICE reverse) and VG-8 (damaged) for the '65.

Ok I'll give my 2 Cents on these.

1864
Cleaned corroded. VF details. Reasoning leaves are only showing partial veins. There is no separation between the Arrows and their shafts. the horizontal shield lines are worn. the scrolling on the sides of the shield are worn to a single circle. the ribbon is worn and lacking detail. the veins are missing from the wheat on either side of the ribbon.
I like it, and it looks like a re-punched date version if that is not just a mark on the right of the 1.

1865
Cleaned corroded G4 details. Sharper pictures may make me revise my opinion to G6
