No, it's 1983, in 1982 and 1983 the one were all like that.

A lot of people in Europe write a '1' with a very long serif at the top end of the '1'. The type for a '1' you see in this post here in front of you only has a short serif, or small bar at the top of the '1'.

Most of those who write '1' as you see on the coin, have to distinguish the '7' from the '1' by writing a horizontal bar across the vertical slanted part of the '7'. This is fairly common European practice, especially in Germany.

The '7' with the horizontal bar looks a bit an 'F' in reverse, and there is the temptation to pronounce 'seven' when I see it as "Feven"!

Sorry, the CCF Check Spelling function has just found my misspelling of 'seven'!

I see Nikola's point. The length of the "flag" is one thing, the angle is the other. It very well may be that the engraver made a seven instead of one by mistake. I wonder how common it is!
