It's an old Air medal. It usually has a blue and yellowish orange ribbon attached. It was awarded for meritorious and heroic act in Air Combat, Air Combat Service Support, and Aeronautical Service or support. Its was awarded with and without the "V" (Valor) device. You usually got one when the action did not qualify for a Distinguished Flying Cross. In the US Army in the 60s, You could also qualify for one for every 25 hours of direct Combat Flight Time (C) or 50 hours Combat Service Support (CS). I think, but don;t hold me to it, the USAF and USN would qualify for one based on the number of Sorties flown.

Here's what it looks like, 1st Medal 2nd row. Sorry for the bad scan but they just would not cooperate.

That's the Good Conduct Medal. You usually get that for being a "Good Boy". I have no idea, not the foggiest, not a clue, how I got that one. If you have others, you can google "Awards and Decorations". It'll get you to the US Govt site that explains all the medals (awards) and other types of decorations (Wings, Badges, Devices, and Streamers).

Oh, I forgot to tell you that your other medal could also be the Dept of the Army "Superior Civilian Service Award". If the 4 white lines in the ribbon run directly down the middle of the ribbon, it's the civilian award.
