I have these two coins and had to decide which one I would like to put into my collection. It is not a common coin and even in a poor grade still a couple of tens worth. First one is a very worn example with no damage and full readable legends. Second one has only little wear and a very nice toning but it is holed.

Wow, tough decision, but ultimately I think I would have to default to the one with less damage.

I would say the non-damaged coin. I would always rather have a problem free coin then a damaged one, well almost always.

No hole is better but I have to wonder, is this a tough coin to locate? Is it a key date or something? If another could be had, I would keep looking.

I like the one with the hole because the detail is so much sharper.

I would choose the non-damaged coin for my own collection.

I would rather have a coin with just normal circulation wear rather than one that was damaged.

I would have sold/trade both for a one with less wear and problem free...but this is just me

No holes > More Detail.
In my opinion.
I must add that I collect mid-grade coins and dipping down into the lower grades is not forbidden.

I'm going with the consensus here ..... the damaged coin does not work for me even if it were MS.
I also like the suggestion of keep on looking ..... what is this coin worth say in undamaged XF40? Perhaps you can sell both of these and end up with one that meets all the needs?

just keep the unholed or less worn out coin in your collection, the holed coin could also be kept as a replacement until you get a much better coin, when you get a much better coin than the other two, sell the other two coins or exchange with somebody
warm wishes.

I agree with EgCollector. Sell both of them and upgrade.
