it means that the coin has some outside source altering the coin unnaturally(wear, scratches, ect. are some exceptions) IE. cleaning, tooling, ect. it may also mean that the coin has corrosion(which I think may be the case)

so is corrosion an ungradeable issue because it means they cannot guarantee the grade (since it will deteriorate)?

Do you know whether the Canadian TPGs will grade a cleaned coin or not? (CCCS or ICCS)

TCW-they may, but they will definitely make a reference to it.
speck- some grading companies don't grade them because it eats away at the surface on a coin. but again, some grading companies may still grade the coin, but make a reference to the corrosion.

I'm not seeing corrosion, but it's been cleaned. ICCS will mark it cleaned if submitted.

Code 92 on the slab= Cleaning

Cleaned and only grades about EF to AU.

 For years P.C.G.S. would not slab coins that were perceived to have problems:ie;-cleaned, corrosion, pitting, rim nicks, bent, etc., and the coin would be "body bagged" in a soft plastic flip (uncertified) and sent back to the owner. By placing the term upgradable (w/o a grade) on their slab labels, it's a more respectable way of bodybaging the coin since the sender has already sent $50+ to have it graded. After all, every other U.S. and Canadian T.P.G. puts negative comments on their certificate's including the grade. Glenn

A lot of the coins that seller is offering are "not gradable" so he has indicated his own grade to the coin. A problem coin is always a problem coin. I would steer clear.
