I am sure this question and topic is posted somewhere on this site, but I could not find it. My question is when buying "graded" coins which services are recongized as fair/honest and which should you question the grade? I am sure there are a few that are best in class and some that are not.

ones that I would buy from:

PCGS
NGC
ANACS
maybe ICG
(possible a few others but stick with those)

ones NOT to buy from(you really would not want to)

every other grading company, that means no USA grading, PCCGS grading, ANCTS grading, GCCS grading, ect.

which should you question the grade?
ALL of them. You should always question the grade. LOK at the coin and make sure you agree with the grade before you make a purchase. NEVER just accept the grade that is on the label just because "It's a good company." Graders are human and the make mistakes. They may be tired or rushed, not feeling good etc, and this can have an effect of the grades they hand out. (Likewise they can be feeling great, and in a great mood, maybe got some good news, and they see things through rose colored glasses.) ALWAYS check the grading.

There isn't anything wrong with buying basement slabbed coins as long as you're judging and valuing the coin yourself and not placing any importance on the grade the company gave it.
