20 Cent Claw Error

I was scrounging though a draw today and found some old change, one of the 20 cent pieces I found caught my attention. Its a 1981 coin and the claws below the "2" appear shorter than usual. To me, it doesn't look like the Canadian 3.5 claw 20 cent. It could possibly be a Welsh minting but again doesn't quite fit the bill.

At first the far claw appeared to be missing altogether but after taking some pictures none of the claws seem to reach the base of the two. Here some pictures of the coin:
