Does this look like it has been cleaned harshly? I see lots of little scratches, that is like a brush or something right, or is it just bag contact marks?

With all those hairlines I would say it has been at least wiped.

The reverse appears to have had a fairly harsh scrubbing...

That would be a good indicator that the coin has been cleaned.

That's the one thing I dislike about buy coins in a poorly lighted coin shop....perhaps that's why they have poor lighting... those hairlines will body bag a coin in a heart beat....By TPG's....it was a common practice for many through the years to dust off there treasures......but with so many high grade coins that could be introduced into the market from "Granny's feather bed" the prices would fall...so hairlines have been given the "ok" to the "Cleaning" Idea" for some time I might add...BEFORE YOU buy a coin go to the window and check its cartwheel luster in the sun...Hair lines always will show up where the do not under forescent lighting...

Why would people clean a coin? If they take the time to clean it, they might as well melt it.... I am now on a mission to buy the dirtiest coins I can find, And slab them "dirty". This would have been a nice coin if buddy didn't take a brush to it, or a grinder.. Lol
