The pic is not the best quality. PCGS Photograde is real strange on this coin.

My guess would be VG10/F12.

I think these can be tough to grade because they often have strike weaknesses. I don't think that there is enough detail in the hair for a F12, but the rims, date and E PLURIBUS UNUM are rather strong so it could make F12 if strike weakness is considered. I'll say VG10.

Rims are strong but the centers are weak. I would say VG-8 though it would probably slab as VG-10.
