I have no idea what happened to it, but I think it's cool! (Then again, most of my friends say I have strange tastes... :) )

I've been looking around and the best I can come up with is it possibly being a capped die strike.

this is a worn coin possibly a belt sander but the scratches are not parallel

"Lovely silver color with a touch of cameo on the devices. Slightly porous surfaces, but save for some light chatter on the obverse fields and devices no unsightly flaws. Weakly struck on the obverse center. The date is a hair weak and may require a light soak of vinegar to fully uncover. A decent representative of this classic modern american coin"

Looks like someone used 60 grit paper with a orbital sander.
