Here is what I think these could be:

The New York State Quarter seems like it has two rims, I am not sure what causes this or even if it is worth anything. By the way forgive the pictures I don't have alot of good equipment for taking or posting pictures so you will have to go to image shack and than magnify this shot and even then it is still alittle fuzzy and this will be true with all the pictures.

On the 1970 Quarter I think it has double die,

The State Quarter if you look at it looks like it is faded at the top and I thought it was wear and tear but as I looked closer it is smooth and the rim is not wore down at all, so I am not sure if it is just a really circulated coin or an error

Just looking at these pictures myself they are very bad and are hard to tell anything... If anyone can tell me a good site to go to or even a good scanner to buy or camera I would appreciate it.

If you have a way to change the DPI setting on your scanner it should get a bigger shot of the coin. For my scanner, 1200DPI seems to work for getting the coin big enough. Then just cut out the excess in MS Paint and upload it. Does that make sense?

You also need to crop out the negative space...and you are right, it's impossible to tell anything witht he imges provided.
