I imagine that's what this is called. Does it add any premium to an already better date coin?

Yes, it is a lamination but on a semi-key like the 21-S it is more likely to detract from the value than add to it. Someone looking for a lamination would want it to be on a much less expensive coin and a hard-core Buffalo collector working on a complete set would want an example without problems like that.
