Coin Grading For Dirty Coins

Quick question. What I seem to be observing is that a coins dirt, or color (below MS-60) doesn't seem to have any affect on the grade on the coin, it's all about the wear of the detail on a coin. Is this correct?

Because I've seen 2 of the same coins with the same grade, but one is a bit shinier than the other or one has a dirt spot on it.

Well, there is dirt, and there is toning.
Do you have pictures? That might help us.. help you..

Yes collectors expect circulated coins to have some degree of toning. Most all original circulated old copper will be brown and most circulated old silver will have dark toning or "cameo" type toning where the devices are white and the fields dark. Cleaning a circulated coin, even a dip, may severely impair its value so it is best just to leave them as is.
