I believe in 1915 San Francisco had an outbreak of Measles and that's the reason Liberty has that appearance. I commend the seller for using the term "details" as many of the ebay sellers aren't willing to share that info. Any environmental damage (even from the old collector tissue) can and will disfigure or alter the surface of many coins. I have purchased collections of uncirculated coins that had been wrapped in cello sheets, tissue, and coin envelopes of the thirties and forties that have environmental damage. The word "details" is very common and a "fair" way to judge these coins for collectors. I for one don't shy away from these but instead will offer a bid of a lessor amount (maybe one to two grades) below the details grade as a compromising amount, depending on the rarity of the coin. If this is a coin that you need for your collection and you can buy it at a price that fits your budget, I say go for it. It's easy for any of us to judge based on our particular collections and finances. You really must be the judge.
