OK, so I know it's the motto of the Order of the Garter, but it's turned up on something strange. This is one of those I've kept for (40) years until my retirement, "when I'll have the time and resources to investigate"
Yeah, like that's going to happen.
Still, this is what we've got:
20mm, 1.5 grm. non magnetic, possibly billon. And very hard to scan.

Honi-Soit-Qui-Mal-Y-Pense
These are both scanned at 1200 dpi.One side is most definitely the shield of the Order of the Garter with the motto surrounding. The other side is trickier.
The letters W P D can be seen with five point rosettes either side of the W and between the P & D.
There is lettering around the edge, but indecipherable.
The alignment between the two sides is off by about 45 degrees.
Any ideas?

The triangular arrangement of the WPD monogram implies to me that it's a mid-1600s farthing or halfpenny tradesman token. My little 1970 Seaby token book is nowhere near comprehensive enough to help in identifying it; practically every business operating in the 1660s in England seems to have issued such tokens. Here's a similar example.
