It's a Mexican revolutionary issue. That particular note is not uncommon. The uncut sheets do appear, and that example is in dreadful condition.

I don;t know if I would say dreadful. A little water damage yes, but then again it is an uncut sheet of 4. What would you value it at?

Most of those notes, and sheets never even made it to Mexico, because the Revolution started, and the Mexican authorities didn't even pay for making them. There are some instances where a gently circulated note found in Mexico is actually worth more than it's pristine brothers and sisters found in the U.S.
