Looks like the plating is flaking off.

Pictures are too tight too tell much of anything, can you post the whole reverse?

This is a case where post mint damage fits. The metal was literally scraped off the coin.

I'd say it's a strike through. If the plating was flaking off the details would still be there and if you scraped off the details and the you from UNUM you would have a break in the plating exposing the zinc.
