Yes, there is no luster and the plating worn off at the rim.

Too much glare and partial photos negate the possibility of an accurate grade. However, the rims are rusted so an accurate grade is largely irrelevant. Rusted steelies are a dime a dozen(figuratively) and are typically found in the bulk wheat lots that sell for 3-5 cent each. Circulated, non-rusted steel cents do tend to sell for more than regular bulk wheats.
