It looks like a feather was overlaid across the headdress, but I really don't have any idea what happened. Is this damage?

Planchet flaw or chemical or environmental damage of some kind. The reason is because it is on top of the coin. Meaning it looks newer than the coin it self. IMHO. I will defer to the experts.

Considering the coin is well worn, but the area seems to have some relatively "fresh edges" I would strongly suspect some kind of post mint damage.
